A man who stabbed and tortured his wife while he killed her four children in front of her had previously been paroled from murdering his first wife who was pregnant at the time.

Some people do not come pre-wired to exist as productive members of society. The issue is how can the justice system keep such from living freely among the people and at the same time consider that other sorts of people might actually be rehabilitated and able to return as productive members of society.
