Just an FYI.... Wikipedia (you can consider Wikipedia as a reliable source or not) says this about Ayoob:
He has served as a part-time police officer in New Hampshire since 1972 and holds the rank of Captain in the Grantham, New Hampshire police department.[2]
I know it's not uncommon to have part-time police / fire folks up in that part of the world. They're not reserve, like we have in Texas (unpaid), they're exactly what it says: part-time.

As far as his position as Captain in the Granthan PD - maybe in the past, but not now:
