Just an update:
I received my plastic at the end of February. I checked with the DPS when the application had been on "processing" for two weeks. The process was shorter than I had anticipated. The state actually moved effeciently!

I sent my CHL packet along with the court disposition letters the last part December. I received my PIN on January 7 and the statuse has been on processing application since that time.
