I know that people carrying openly are often harassed by the police. Is there anything in

We shouldn't be afraid to obey the law, we should be mindful that lots of people will not know/like that OC is the law. Undoubtedly, people will get arrested for disturbing the peace while OCing. Some may even be formally charged, but as long as they weren't doing anything beyond simple OC, any decent attorney should be able to convince a judge to dismiss the charges.
