Well, the way I saw the Pepper spray at that time, was no different than him walking in with an opened blade i guess, since you have to throw that in.

And in general public in public areas I would not have given it a second thought, but where I was at the time I did.

You said it was in his pocket, albeit sticking out for easy access. Based on what you said, I wouldn't I think it would be like walking in with an open blade knife. With the blade closed, the knives commonly carried by many today are designed for easy access. I would think differently if it were carried in his hand.

My singular thought is that it was prolly attached to his keys, which is exactly how I carry my OC (pepper spray, not Open Carry).
SO, my OC typically speaking is hanging out of my pocket in a similar fashion, so as I may simply grasp the canister and pull, thus dislodging my keys from my pocket. Hope it wasn't me you saw. really, I have no intention of using OC inside! or in the wind, for that matter...

nope , this spray was not in a holder just the canister sticking like two inches out of front pocket of jeans.

Are you Black? about 6 foot 2? If so it might have been you ...

I think this thread is avoiding the obvious issue. How do we respond if attacked by someone with Pepper spray? I know most LEO train and actually get sprayed with the stuff. I don't know if they train to draw and actually shoot under such pressure. The Army had us Train under CS Gas. but its a different type of gas. I can say that if one concentrates one can react and respond when hit with CS. I no of no training for non LEOs that drills with Pepper spray. I know I am not interested in that type of training, YMMV. My only suggestion is to protect your eyes at all costs.

If I saw someone carrying it, I'd probably comment on it. Tell him it's a good idea to think about self defense and then mention that a CHL would probably be allow for a better defense method. If said person then strikes up a conversation about self defense, then they would most likely not be someone to be worried about. If said person starts to get nervous or otherwise disturbed, then it might be a good time to have a hand on the LCP in front pocket.

If said person then pulled it and sprayed me, I would hope that muscle memory would kick in and I'd draw and shoot at while the spray was being deployed.

I plan to close and empty my gun into them while I still had some vision. Then grappling and steel work at contact distance even if I can't see. The extra strength from the adrenaline dump will hurt them more than it hurts me.
