It seemed odd to me that they use the same (stupid) test for instructors, as for students. Seemed odd to me that instructors needed to prove proficiency at all. You don't need to know how to shoot well to teach the law -- or to be a RSO.

CHL instructors should have some handgun proficiency and knowledge of range safety rules if the CHL course require live firing [which it does]. It wouldn't look good if CHL students or instructor were injured or killed during the proficiency test. ;-)

I didn't say they shouldn't have handgun experience, but being able to shoot the bullseye does not prove handgun handling safety. That's what I was referring to about being an RSO (Range Safety Officer). That is the knowledge that will prevent injured or killed students. Not the ability to hit the bullseye.
