Sad situation. He was checking on the swans he had put there to help control the fish population.
Could have probably been avoided though if he had been wearing a PFD.

Why would he be wearing booths and heavy clothing in a kayak? OSHA should be all over this. Don't mess with swans, they are very territorial and will get after you on land or on water...no kidding.
