I got my renewed card last month. It was a month in processing and another 3 weeks from the website change to "mailed" status to actual delivery. The holidays almost certainly slowed it down.

Mine expires mid-Feb(next month) and I am taking my renewal on Saturday(19th). I'm expecting to be without a valid license for a couple/few weeks. I should have taken it earlier, but I'm lazy. At this moment, I think six weeks is probably a pretty good estimate of turn around time.
Re: exp. 8/2013
If you are wanting to be proactive and get it taken care of quicky the earliest you can book your renewal class and submit a renewal is February. You can not apply for renewal more than six months ahead of time. DPS sends out reminder notices some don't get them or they get overlooked.
