I think this is an important consideration. When dealing with someone who is on a mind-altering substance, pepper spray is likely to be much less effective than when used on a normal person. I'm not saying that I wouldn't use it... but I would certainly be prepared for it to have no effect other than to upset the subject.

I probably wouldn't risk escalating the situation while he was just running around... to me that just calls for keeping my distance and calling the cops. But once he started grabbing people, intervention seems like a reasonable course of action.
