I like your thinking...we're on the same page, but I frame it from a different reference point.
Where's the consistency? I honestly think that about 80% of the problem in our legal system today, and much of it is due to the lack of critical thinking our minor indoctrination programs (commonly referred to as public schools) are teaching -- that nobody sees the parallels. In short, were such silliness implemented on a consistent basis, you'd need to fill out a form 4473 to purchase a Rottweiler, and in some states possibly have to have at least two fangs and/or incisors surgically removed to comply with tooth-capacity limits.
But generally, people will accept such absurdity as long as it doesn't affect them personally, completely missing the parallels between the situations.
And for what it's worth, I've never registered any of my dogs either :)
